Over the summer, Shin’ichiro Matsuo, co-director and lead researcher in the blockchain ecosystem for the U.S. National Science Foundation (NSF) Cyber SMART center, and research professor at Georgetown University and Virginia Tech, was appointed to the Financial Services Agency (FSA) of Japan. In this role, Matsuo stepped into a role similar to the U.S Securities and Exchange Commission (SEC) Advisory Committee. Now, he is stepping into another role with the FSA as an appointed member of the FSA’s Financial System Council Crypto-Assets Working Group (WG), where he will contribute directly to revisions of Japan’s crypto-asset regulations. The WG will host discussions and provide advice to the Financial Instruments and Exchange Act (FIEA) in Japan.
The Cyber SMART center was formed in 2019 as a new approach to cyber research and training for industry to collaborate with. The acronym SMART represents: Science, Management, Applications, Regulation, and Training.
In addition to Matsuo’s own international expertise on blockchain technology and cryptography, he acts as a connector of his institutions, NSF Cyber SMART, Japan, and the Blockchain Governance Initiative Network (BGIN), of which he is a chair. While NSF Cyber SMART provides research to industry partnerships and coalitions, BGIN approaches challenges from a neutral position with a number of diverse stakeholders.
“Through this process, I intend to enable links in discussions from the FSA Cryptocurrency System WG with international regulatory context, bringing global best practices and their alignment with Japan’s policy,” said Matsuo.
Due to his unique background and positioning, Matsuo will hold discussions at BGIN Block 13 in October in Washington, D.C., on cryptocurrency regulation and trends in supervision that are being discussed in Japan, the United States, and more.
